Osceola Mills Borough was historically served by the "wildcat" sewer system that discharged untreated sewage directly into Moshannon Creek. The Osceola Mills system was the largest remaining "wildcat system" in Pennsylvania. Portions of the adjoining Townships' were served either by the wildcat system or deficient, on-lot disposal systems.
In 1995, the Borough of Osceola Mills began a planning effort that resulted in a regional wastewater management plan. The ORD Sewer Authority was formed in 2003 to implement this sewage collection and treatment system for the Borough of Osceola Mills and portions of Decatur and Rush Townships in Clearfield and Centre Counties.
The project was the culmination of years of planning and regional cooperation between the three municipalities. The resulting Act 537 Sewage Facilities Plan identified a clear need for the regional sewage collection and treatment system. The municipalities appointed representatives from their communities to the ORD Sewer Authority. These men and women have dedicated their time and talents to this project.
In 2005, the ORD Sewer Authority began design of a regional sewer system through its consulting engineer, Gwin, Dobson & Foreman, Inc. Altoona, PA. The design resulted in approximately 29 miles of conventional gravity sewers, five pumping stations, and a unique 400,000 gallon per day wastewater treatment plant. The solicitor selected to secure all easements and provide legal assistance through out the project was Winifred H. Jones-Wenger from Philipsburg, Pa.
The $17 million project serves Osceola Mills Borough and portions of Decatur and Rush Townships in the upper Moshannon Creek Basin and consists of approx. 1200 connections, 788 manholes, and 5 pumping stations. The Pennsylvania Infrastructure Investment Authority (Pennvest) provided a grant/loan funding package for the $17 million project. The Waste Water Treatment facility was constructed by Hickes Associates of Alexandria, PA. The Waste Water Collection System was constructed by Greenland Construction of Clearfield, PA.
